These holes allow a mixture of water and sugar to drip through the spoon into the spirit to cool, dilute, and sweeten it. When water and absinthe mix the essential oils from all the botanicals in the spirit come out of solution and makes the drink cloudy. This is called "louche." A good louche...in other words an absinthe that gets *very* cloudy/milky in contact with water...is considered a sign of high quality absinthe that uses lots of natural botanicals.
